東日本大震災を機に開催された第3回国連防災世界会議（2015年）で採択された「仙台防災枠組2015-2030」が目指す災害に対応できる社会に向けて、UCLA xLABとIRIDeSが中心となり、環太平洋大学協会と連携し、同地域の11大学が参加した国際共同プロジェクトです。
リジェネラティブ・アーバニズムは、気候変動に伴い急増する災害の脅威によって生み出された都市デザインの新しいパラダイムです。このパラダイムは、現状維持や現状復帰を基本とした従来の防御的な災害対策ではなく、回復力（レジリエンス）をテーマとする都市開発の新たなアプローチを求めています。
自然との軋轢が引き起こす災害のリスクを受け入れ、安全に対処する柔軟な構造を構築するだけでなく、さらに重要なこととして、日常においてもより多様で、豊かな環境形成につながる革新的な防災システムが、ソフトとハードの両面において必要なのです。
リジェネラティブ・アーバニズムは、適応性、柔軟性、突然変異、共生の思想をその手法と技術に組み込むことで、より公正で強固で調和のとれた市民社会の実現を目指す、緩和的で先見的な都市のデザイン戦略なのです。
Regenerative urbanism is an updated paradigm of resilience in urban design. Prompted by a rapid increase of nature-instigated disasters and climate change, this paradigm asks us to approach urban resilience, not as the defensively-inclined maintenance and sustenance of as much as possible of the present and its restoration after a disaster. Instead, regenerative urbanism asks us to think differently, to imagine a near future that embraces and incorporates risk to create safer ways of addressing disasters both during and after they strike but, even more importantly, to create innovative approaches to metropolitan development in between those times to lessen the severity of inevitable disastrous occurrences. To this end, regenerative urban design strategies are conceived as mitigatory and anticipatory with ideas of adaptability, flexibility, mutation, and symbiosis embedded in their methods and techniques to ensure the unfolding of more robust, balanced and just societies.
Pyroactive, regenerative urbanism embraces wildfire hazards creating novel relationships between the phenomenon and nearby conurbations. Hydroactive, it channels flooding and inventively manages drought. Biophilic, it integrates natural processes into new cooperative and metabolic organizations between humans, infrastructure, plant life, and other interlinked lifeforms. Dialogic, it begins with community engagement and the careful construction of consensus across all stakeholders. Nomadic, it prioritizes agile and nimble environments over stiff and sedentary ones. Archipelagic, it prefers the decentralized to the centralized, the many to the one. Chronosystemic, it is an ever transforming choreography of time-based growth and adaptation, flexibly swapping, switching, removing, and replacing urban componentry to survive and thrive.
